In this episode, Cherise is joined by Scott Parker, Design Director at Studio One Eleven in Long Beach, California. They discuss the West Harbor Project at the Port of Los Angeles.
The West Harbor Project breathes new life into the former Ports O’ Call, a once cherished LA landmark that had fallen into disrepair. Studio One Eleven reimagined the space with a bold new vision: a collection of large, flexible pre-engineered metal shed buildings that line a new one-mile-long waterfront promenade.

Scott Parker is a licensed architect with over 20-years of experience in architectural design.
As Project Design Director at Studio One Eleven, his work encompasses various project types, including hospitality and mixed-use developments. Since joining Studio One Eleven in 2013, Scott has led the design efforts on several significant projects including the West Harbor Project, a multi-phase retail, dining, and entertainment project in the Port of Los Angeles including a 6,200-seat outdoor amphitheater operated by the Nederlander Organization.
He also successfully competed for the Laserfiche HQ project, which received a recent AIA Orange County award.
His portfolio extends to The Lot (phase 2-3), a substantial redevelopment of the United Artists production lot in West Hollywood, and numerous projects at the Great Park, both in design and master planning.
Scott’s approach emphasizes creating meaningful places while ensuring value for project stakeholders. He also brings his teaching experience into his role of Design Director, fostering a collaborative design studio atmosphere within his teams.
In addition to his professional work, Scott has taught at several major Los Angeles-area universities, including Sci-ARC, Otis College of Art and Design, Art Center, Cal Poly Pomona, and USC, contributing to architectural education in the region.

The project is located at the previous Ports O' Call, a beloved LA landmark that had fallen into disrepair. Improvements to the site in its original form presented several challenges, including structures that had suffered marine degradation over the years and soil that needed extensive remediation. The buildings were not flexible enough to meet current tenant needs, and their positioning on the site precluded a continuous waterfront promenade for visitors, an integral part of the Port of LA's Town Square and Promenade Master Plan
Studio One Eleven’s revised scheme for West Harbor envisioned a collection of large, flexible pre-engineered metal shed buildings lining a new one-mile-long waterfront promenade designed by James Corner Field Operations. The metal shed structures are not only lightweight and cost-effective, but conducive to the high-water table and need for 100-foot-long piles.
In addition, the new sheds and promenade capture the essence of this dynamic working port's industrial, gritty nature, with references to containers, scaffolding, and mercantile buildings found in the area.
Building upon the social and communal nature of the project, Studio One Eleven has also conceptualized the design of a 6500-seat outdoor stage and festival lawn, at the southern tip of the site, that will be a destination anchor for the project and the San Pedro community.
One of our critical tasks was to work directly with incoming tenants to conceptualize how to inhabit the sheds, giving them character and interest while making them operationally functional. This work included modifying each shed with unique storefront openings, mezzanines, and view decks. In addition, Studio One Eleven will design a large beer garden and interiors for one of the new anchor tenants, Mike Hess Brewery, as well as the tenant improvements for several others.
